A baseline tool used as a reference for managing the project. It is the most important document in the overall planning, monitoring, and implementation of a project and should be 'owned' by the project manager and his/her team. The plan should include: A definition of overall objectives, statements on how these should be achieved (and verified) Estimates of the time required The budget Quality policy Safety, health and environmental policies, and The risk management strategy. Other items of a technical, commercial, organizational, personnel or control nature might also be included.
The Project Management Plan establishes project management's interpretation of the why, what, how, who, how much, and when of the project.
