Projects cut across departmental boundaries and create a matrix. Types of matrix
include Functional, Coordinated, Balanced, Secondment and Project.

The project office defines "what is required and when it is required" and
The functional organizations define "how it is to be done" and perform the
required work.
The project manager often actually "buys" these
services with project funds.
