Het meten van prestaties krijgt vooral betekenis als de resultaten worden afgezet tegen bepaalde normen, zoals:
- absolute normen;
- taakstellende normen;
- normen, gebaseerd op resultaten behaald in het verleden;
- normen, gebaseerd op resultaten behaald door concurrenten.

Absolute measures of performance give little usefull information. It is usually much better to use the measures in some form of comparison. There are several standard methods of comparison, of which te most popular is benchmarking.

Most measures are used to compare the organization's actual performance with some agreed standard measures. There are 4 sources for these standards:
- absolute standards;
- target performance;
- historical standards;
- competitor's standards.
