A flexible budget is one that takes account of a range of possible volumes. A static budget is prepared for only one level of activity, eg. volume of sales. This means
that both fixed and variable costs are assumed to remain constant at any level of activity. Fixed costs will do so, but variable costs will not. It is therefore
necessary to 'flex' budgets to reflect different levels of output.
